Assessing AT Needs and Services Across Michigan
The Michigan Disability Rights Coalition (MDRC) is conducting a comprehensive statewide landscape analysis of assistive technology services and access in Michigan. This assessment will evaluate current assistive technology access for people with disabilities throughout our state and identify critical service gaps that require targeted intervention.
This analysis aims to create a complete understanding of how assistive technology services are currently provided across Michigan to ensure that AT Act dollars can strategically address unmet needs while building upon Michigan's existing AT infrastructure. We will examine how expanded programming can better serve every Michigander through enhanced coordination and targeted resource development.
Strengthening Michigan's AT Infrastructure Through Strategic Expansion
The Michigan Assistive Technology Program (MATP) is committed to expanding statewide services by identifying where additional resources and enhanced programming can fill critical gaps in Michigan's assistive technology landscape. We recognize that Michigan has valuable AT resources—including Centers for Independent Living (Disability Networks), educational supports like Alt-Shift, the UCP AT Loan Program, and vocational rehabilitation services.
However, significant gaps remain in providing individualized, person-centered, accessible services delivered directly in people's natural environments—a specialized approach that requires dedicated expertise and resources.
By comprehensively mapping Michigan's AT ecosystem, we will:
- Identify critical service gaps where current programing and parnters lacks adequate coverage
- Determine resource needs for expanding proven, effective AT service delivery models
- Analyze opportunities for enhanced coordination between MATP's statewide mobile services and existing local resources
- Establish evidence for advocating expanded funding to strengthen Michigan's AT infrastructure
- Document the unique value of specialized AT programs that serve individuals where they are—in homes, workplaces, schools, and communities
This landscape analysis will demonstrate where strategic investment in specialized AT programming can create the most significant impact for Michigan residents with disabilities.

Our primary goal is to develop compelling evidence for expanding assistive technology access in Michigan by:
- Evaluating current AT service delivery gaps across all regions and populations
- Identifying barriers that prevent people with disabilities from accessing appropriate technology
- Documenting the need for specialized, mobile AT services that reach individuals in their natural environments
- Mapping unmet needs that require additional programmatic capacity and expertise
- Highlighting opportunities to strengthen Michigan's assistive technology infrastructure through targeted expansion
- Building the case for increased investment in proven AT service delivery models

Through focus groups, surveys, and interviews, we'll explore experiences across three critical areas:
- Employment: Technology that empowers workplace participation
- Community Living: Solutions enabling social participation, recreation, and independent living
- Education: Tools supporting learning and academic success
This comprehensive examination will provide essential data for strategic planning and resource advocacy.
Our Strategic Research Process
This landscape analysis includes:
- Initial Focus Groups with people with disabilities to inform our comprehensive approach
- Statewide Online Surveys targeting people with disabilities, service providers, and partner organizations
- In-Depth Focus Groups exploring identified gaps in AT access and service delivery
- Strategic Interviews with business and education leaders
- Comprehensive Funding Analysis examining current AT investment and identifying resource gaps
Timeline and Strategic Outcomes
This analysis is projected to be completed by October 31st, 2025. The final report will provide a comprehensive analysis of Michigan's assistive technology landscape with recommendations for strategic investment and program expansion. These recommendations will guide advocacy efforts for enhanced funding and demonstrate the critical need for expanding specialized AT services throughout Michigan.
